Honestly, neither one wins for every learner. Either can turn a learner into a Victorian driver who is capable and safe. Which to pick turns on a learner’s budget and goals, and on what they plan to drive.

Under 21, a learner keeps the permit for 12 months first. The drive test can only be sat after that.
A P licence is available from age 18, provided a learner has passed the drive test as well as the Hazard Perception Test.
